Sabitha Indira Reddy is A.P's home minister is the offical truth. But the officials in the home ministry have a different version of the truth. They say that the department from now on will be run de-facto by K V P Ramachandra Rao! This line of thought came into prominence after the government issued an innocuous sounding order stating that ‘an eminent person from public life,’ should be appointed chairman of this ‘advisory committee on public safety and security’. It then went on to name KVP for the position. Of course there are other names too - the chief secretary, principal secretary (Home) director general of police (DGP), additional DGP (Intelligence), director general of fire services and chairman of AP State Council of Higher Education - but they are all merely that; names on paper! It is by now a formality that KVP will be the man chosen. "This is virtually the home establishment of the government of Andhra Pradesh. It is obviously a
way to legitimise Ramachandra Rao’s role in the functions of the home department. Though an advisory body in name, as chairman, KVP gets an official platform to use his good offices over the law and order establishment,” a senior government official said. Incidentally, new home minister Sabita Indra Reddy is missing from the committee.
