Tamil film Viduthalai, starring Soori in the lead role, emerged as a huge blockbuster. The film was also released in Telugu under the title Vidudhala. Vetrimaaran directed the film, and Vijay Sethupathi played the antagonist. The sequel to this cop action drama has been in the making for a long time.

Vijay Sethupathi had a limited screen time in the first part, but he will be seen in a full-length role in the second installment. In a recent interview, Vijay Sethupathi stated that his character will have a love track in Viduthalai 2. Manju Warrier will play his love interest. Vijay Sethupathi further stated that he requested the director not to edit the love portions in the final version.

As the first part was a money spinner, the makers enhanced the scale and budget for the sequel, which is why the project is getting delayed. The film is a joint production of RS Infotainment and Grassroot Film Company. Bhavani Sre, Prakash Raj, Gautham Vasudev Menon, Rajeev Menon, and Chethan are playing significant roles. Ilaiyaraaja is the tunesmith.
